Minor release with the following fixes:

• Allow users who were deleted from all IKE Office departments and then re-invited to access departments
• Allow users who have their default department disabled to login. (IKE Office Departments are disabled by ikeGPS when there is a lapse in software subscription payment. Rather than seeing a blank screen these users can now select and open a different department that is not disabled to continue their work.)
• Update IKE ID Notification Banner to be smaller
• Fix file tool field to allow file downloads again (IKE Office Pro optional feature)
