Bugfix for SPIDAcalc 7+ PLA integration with IKE Office

Previously when insulators were the same, some wires and crossarms would import from IKE Office into SPIDAcalc at incorrect heights. This issue has now been fixed and all wires and crossarms are imported at the same height of attachment that they were annotated at in IKE Office.
